1. Who do the cards concern?

In addition to the buildings that were supposed to have it according to the original wording of the law (new buildings, significant renovations...), administrative and also apartment and family houses will be added, but only when they are sold or rented.

2. If I don't want to rent or sell a house or apartment, do I have to have a building energy efficiency certificate? What good will it do me?

If you own a family house or apartment and do not want to sell or rent it, then the obligation to have your ID processed does not apply to you. An apartment building owned by a cooperative or community of owners will gradually need the card.

3. Who can avoid issuing a card when selling real estate?

Only the owner of the apartment unit. And that by documenting energy bills for the past three years. Even if you don't have them at home, you can request them back from the energy company.

4. Who issues the cards? Where can I find contacts for energy auditors?

The list of people authorized to issue energy certificates can be found on the website of the Ministry of Industry and Trade: www.mpo-enex.cz/experti. This person can be an energy auditor, an authorized engineer or an authorized technician after passing the relevant examination.

5. How many energy specialists are there?

Currently about a thousand. Their number will increase, as the demand for registration of these experts is high.

6. How much will the pass cost? Is there a table for this?

The cost of processing the permit depends on how big the assessed building is and how much time it takes the expert. A permit for a family home will cost up to ten thousand crowns, for larger houses, of course, more. It will also depend on what documents will be available and what the energy auditor will have to provide himself.

7. Does the energy auditor have to come to our house in person?

The processor should check the actual condition of the property and compare it with the submitted documentation, so he should come home.

8. How long does the energy auditor have to process the certificate?

The time is not limited in any way. It depends on the agreement between the auditor and the property owner. For new buildings, which must have the permit today and is done according to the project documentation, it usually happens within a week.

9. Can I invite an auditor from a region other than where I live?

Yes, you can.

10. How long is the energy label valid for?

The building's energy efficiency certificate is valid for ten years or until a major change is made to the completed building.

11. What is an energy reference surface?

In layman's terms, it can be said that for ordinary houses it is the sum of all floor areas calculated from the external dimensions of the building.

12. How will it be in the case of an apartment building with a non-residential space, in which there is, for example, a beauty studio or a shop? Is non-residential space included in the total energy reference area?

It depends on how the object is heated and how it is thermally insulated. For example, in a classic prefab carriage house converted into a beauty studio, there is no thermal insulation between the shop and the apartments, nor is the heating separated - here the object will probably be considered as one unit.

13. For new buildings, the permit is issued on the basis of the project documentation before the start of construction. What will be the procedure for older buildings for which there is no project? For example, village houses, city tenements from the 19th century and the like?

Very often you can request a copy of the project documentation at the building office, where they also have archived projects from the 19th century. If it really isn't available, the energy specialist will have to focus on the object in order to be able to process the certificate.

14. Who applies for a copy of the project documentation at the building office?

The owner must always request, he or she can authorize someone. In some places it is processed within a few days and for free, in others it takes longer or they charge a fee.

15. What if I don't get the project documentation for my house? What does an energy specialist need to know to survey real estate?

It will be more expensive without a project. An energy expert must have access to all spaces in the house and inspect it from all sides and from the outside in order to focus it, i.e. find out the dimensions of all the structures that surround the building. Furthermore, the composition of the peripheral structures must be revealed. Here, the specialist's experience and knowledge of the owner, for example, from how he drilled a dowel into the wall, will help. Other data refer to the technical system of the building: lighting, heating, ventilation, cooling and devices ensuring microclimatic conditions inside.

16. How to proceed in the case of an apartment building where there is a community of owners?

One (two) owners want to rent the apartment, the others do not. Therefore, they do not need the label and do not want to participate in paying the costs. The law clearly stipulates that the owner of the building or the community of unit owners is obliged to ensure the processing of the card from 1 January 2013 when selling the building or its integral part (for example an apartment), when renting it and from 1 January 2016 when renting an integral part. However, when selling and renting an apartment, it will be possible to replace the card with invoices for all utilities for the last three years.

17. What about an apartment in cooperative ownership? Do I need to have an energy certificate when I sell it? How do i have to proceed?

The obligation applies when the property is transferred. In the case of a cooperative apartment, it is not a transfer of real estate, but a transfer of membership rights, and therefore it is not necessary to have a card processed here. From 2016, however, it will be a matter of renting a complete part of the property, all cooperative apartments will have to have these cards processed. The obligation will be on the owner of the house, i.e. on the cooperative.

18. What do I risk if I rent or sell an apartment or a house that does not have an energy performance certificate?

If you are required to have a certificate, you risk a fine. It can climb up to 100,000 crowns. Even if the buyer acquires the property without a certificate, he can additionally require it.

19. Who will check the ID cards?

The inspections will be carried out by the State Energy Inspectorate and the Ministry of Industry and Trade.

20. Do I have to have an energy label when I sell a cottage or cottage? If I rent it to someone for a week in the summer?

No, this obligation does not apply to recreational properties.

21. Do I have to provide the house with a certificate if I inherit it in inheritance proceedings and do not want to sell or rent it? When my parents transfer him to me? Here, too, the owner changes...

The law only talks about the relationship between the seller and the buyer, in other ways of acquiring real estate, a license is not needed. It is mainly to protect the buyer to know the energy consumption of the property. In the case of gifts or inheritances, it cannot be expected that the recipient would have a choice. A certificate is not required even in the case of a divorce, when the apartment is transferred to only one of the spouses.

22. The proof of the building's energy efficiency will have a different graphic form than the one used to mark new buildings. Is she done yet? So what will it look like?

The ID card decree has not yet been published, so it is not yet possible to say what the card will look like. It is certain that there will be more information on it than before.

23.Does the card have to be placed visibly?

Only for public buildings, not for family houses. When selling a family house or apartment, however, it is necessary to publish it wherever the property is advertised.

24.Does the obligation to have a card also apply to houses in heritage zones and their protection zones?

Yes, they too must have a certificate of energy performance of buildings.

25. I am going to renovate a house or apartment and I already have a permit. What construction modifications will it change?

According to the law, a change to more than 25 percent of the total area of ​​the building envelope is considered a major modification.
