Stricter EU rules for buildings will limit free management of property
The upcoming stricter rules for the energy performance of buildings by the European Commission (EC) can cause worries to the owners of historic buildings. The Directive does not specify how to sensitively renovate such buildings to achieve the required standards toreduce emissions as the Green Fit for 55 package commands.Owners of unsatisfactory buildings would have to draw subsidies to meet the conditions and can rent or sell houses. However, the EC proposal is very likely not to pass in the current form that limits free management of property. The conservationists who talk about "nonsense" and "danger" are very reserved for the proposal.
According to the Commission, buildings are responsible for about 40 percent of EU energy consumption and more than a third of all CO2 emissions. This is the reason for putting more emphasis on the low energy performance of new construction and renovation of existing buildings. The Directive shows that any building that will not have an energy performance certificate at least at level E since 2027 could not be rented or sold.Since 2033 it should be tightened to level C.
“The proposal applies to a lot of bad buildings and is designed to have these buildings from level g, if they do not get to any higher level of 2030, will have certain restrictions.I note that this is a level of design that can be commented. In general, support will be targeted to help them get to the higher level, ”said Tomáš Trubačík from the Chance for Buildings in response to Echo24.
But if the proposal in the current form really went through, it would mean that the Czechia would first have to take appropriate measures.“The owner would have to use the support of a Czech or EU program and would have to get the building to some higher standard. However, assuming that the building should continue to function as a building, ”says Jiří Beranovský, director of Ekowatt in response to ECHO24.
The problem is mainly due to historical and architecturally valuable buildings that cannot be renovated to higher thermal technical standards.“It can be assumed that in older buildings in general, it will be possible to ensure any decarbonization by appropriate offset (reducing greenhouse gases, note.red.).The whole energy performance system of buildings will change according to this directive, ”added Beranovský.
“Her timer from class g to e don't get”
Therefore, some conservationists perceive the proposal critically.Vice President of the Association for the Protection and Development of Cultural Heritage Martin J.Kadrman then calls him even "nonsense" and "dangerous". „Chce-li EK motivovat soukromé vlastníky k energetickým úsporám, měla by tak činit pozitivními nástroji, které budou dobrovolné a nikoliv nástroji represivními, které navíc zasahují do jejich soukromých práv,“ sdělilredakci Echo24.
“I own a timbered building that is a cultural monument.I will not get it from the energy class g to e, even if I sliced myself. If the proposal were approved, it would mean only. The conservationists would have to retreat from their demands and allow me in three hundred years old construction three -chamber plastic windows and polystyrene insulation of the shell. And I don't want this either, and certainly not even the Ministry of Culture.Already today, the first designers are beginning to appear to insulate objects with a wall width of 40 or more centimeters is energy and economic nonsense.Perhaps we do not want to wrap the whole country with plastic and polystyrene, ”Kadrman fears.
But that the proposal would go through the current form is not much real because it would limit the right to free management of property.“The equivalent is the ownership of the car that may meet the technical but at the time of the car.If the car is OK, you can ride it even if it does not meet current emissions, you do not even have seat belts etc..It is similar to the audience standards, ”said Beranovský.
Prime Minister Andrej Babiš, who agreed to the Plan last year and did not use the rights that every member country has, joined the Czech Republic to the European Green Deal and the FIT FOR 55 legislative package last year..Thus, states have undertaken that by 2050 they will not produce any net greenhouse gas emissions or that economic growth will be separated from the use of resources
