That is why in March 2021, Kverulant.org called on Miloš Zeman in a letter to return Prague Castle to the public, make it accessible, abolish the humiliating checks and recall the soldiers with assault rifles. That didn't happen, so Kverulant began to judge the opening. The hanging of red shorts at Prague Castle in September 2015 was intended to remind the president of his violent behavior. In response, in 2016 Zeman exploited the news of terrorist attacks in Europe and closed the Castle to free movement and introduced widespread police controls. These led to the fact that Zeman created an easy target for possible real terrorists in the form of long queues on Hradčanské náměstí.

Even when the security situation calmed down, Zeman did not let go of the humiliating personal searches of everyone. On the contrary, the police were joined by soldiers with assault rifles to give the impression that our country is in danger. In such a state, the authorities are better governed. During the spring's first wave of epidemics, the Castle closed completely for more than two months and repeated the ban on entry on October 9, 2020. This ban is still valid and, just like "for the Germans", anyone who has a special card from the headquarters can pass.

History of Prague Castle

Karel IV. tried to create a new cultural center of Europe here, Emperor Rudolph II. boldly continued this tradition, the first president of Czechoslovakia, T. G. Masaryk, called on the Slovenian architect Jož Plečnik to elegantly complete the beauty towering over Prague. The communist regime did not value the most important monuments as much as orders from Moscow, so President Václav Havel had a lot of work to do to repair the damage done. Surprisingly, Václav Klaus also contributed several elements that at least decently continued the tradition that Prague Castle is a showcase of Czech culture. However, the current president Miloš Zeman built the castle for himself and his vassals to create private birthday celebrations here, and the only thing he built at the Castle, there are fairground wooden shelters to keep the policemen performing the "filcung" from raining. The grounds of the Prague Castle have been open day and night practically since time immemorial. It is difficult to reconstruct that the St. Vitus Cathedral would be in a closed space that serves exclusively the needs of the monarch or the president. Next to the cathedral is the Vikárka restaurant, which operated here for several centuries and was open until late. In the lower parts of Prague Castle, for example in Zlatá ulička, it was also common to live. There were shops and stores in the area (today we would say establishments selling goods) and the entire space was used for the usual movement of people without restrictions.

Only in the case of the German occupation in 1939 was Prague Castle occupied by German troops, who prevented the free passage of people through Prague Castle: "The German soldiers closed the I. courtyard with guards, so the entrance to the castle was only possible from the Hradčany side through the IV. courtyard (Passage The first courtyard was vacated in the second half of April 1939.) However, upon request, they allowed the Cardinal to pass through the Matthias Gate during the Easter holidays. The third courtyard was closed by guards at the entrance to the St. Vitus Church and under the corridor to the oratory. Only those who who could present themselves with an ID card issued by the headquarters of the 3rd corps. Such ID cards were received by all employees of the president's office. The inspection was carried out liberally and not at all at the entrance under the balcony of the IIIrd courtyard." writes Pavel Zeman, in the publication Paměť a dějiny.According to the memories of witnesses, after the war the Castle was open day and night until the presidency of Václav Klaus. Even that, however, limited the free movement of citizens only a little. The castle was open to the public in the summer season from 5:00 a.m. to midnight and in the winter from 6:00 a.m. to 11:00 p.m. Castle of free movement. In the spring epidemic wave of 2020, the Castle closed completely for more than two months and repeated the ban on entry on October 9, 2020. The lawsuit

According to Kverulant, the closure of the Castle has no basis in law. People around the president apparently abused the fact that the Castle grounds are declared as a privately managed yard, where they can let someone in and not someone else. So it's something like an inner block.

That is why the Kverulant announced to the Prague Municipality the convening of a very small public meeting on the Square U svatého Jiří inside the grounds of the Prague Castle. Which is the space with the Carrati fountain between the St. Vitus Cathedral, the New Rectory, the St. George's Basilica and the Old Royal Palace.

The purpose of the assembly is to express opposition to the closure of the Prague Castle area, convened on the occasion of the International Day of Monuments and Residences, and the time of the meeting is scheduled for April 18, 2021, from 12:00 to 2:00 p.m. According to Kverulant, this square is a public space, then it should have been automatically enabled. It wasn't. The magistrate replied to Kverulant that "the meeting is to be held in the open air outside public spaces".

According to the municipality, the U svatého Jiříjen square is a kind of private backyard of the president, so Kverulant requires the written consent of the owner for the announcement of the assembly. The claimant did not document this consent for obvious reasons. The municipality postponed the whole matter by resolution of March 29, 2021, in other words, it did not allow the assembly.

The Complainant immediately appealed to the Ministry of the Interior. Unsurprisingly, Hamáček's ministry sided with the magistrate's interpretation, that Prague Castle is just some kind of private backyard of Zeman and his camaraderie. The complainant challenged the decision of the interior with an administrative lawsuit on April 13. The complainer wants to believe that the court will come to the conclusion that the Pražské hrd site is in fact a public space and in a state of law it cannot be closed just like that. In other words, if the Wretched wins, the Castle should be returned to the citizens.

Partial victory and request for support

Kverulant already scored a partial victory in the fight against Zeman's comrade. Zeman opened part of the gardens. However, the opening of the Deer Moat, the Royal Garden and the South Garden from April 2, 2021 from 10:00 a.m. to 5:00 p.m. cannot be considered as the opening of Prague Castle. It is still true that Zeman closed practically the entire city district to the public, and that was only to show his power. He closed to us, the citizens of the republic, a place intrinsically connected to our statehood and to our Christian roots. This cannot be accepted.
